Contractors' share of the extra cost of overruns, Belgian public infrastructure (expert survey)

What it is. 40.5% of the total additional cost caused by overruns, as apportioned across the parties by 52 surveyed experts.

Sample. 52 Belgian public infrastructure stakeholders, 35% of them general contractors. Public tendering authorities were assigned 49% and contractors 40.5%.

What it is not. An opinion of who pays, not a measured cost: respondents apportioned 100% of the extra cost by judgement. Contractors assigned themselves 50.7%, others assigned them 35.6%. Belgium only, and a share of the overrun, not of the contract, so it is never multiplied by a contract value.
