What it is not. One tribunal's own caseload, not every New Zealand adjudication. An average of per-claim percentages, so small claims dominate: under $30,000 the claimant's costs are 21.6%, over $10 million 1.74%. The claimant is usually, not always, the contractor or subcontractor seeking payment.
